New diagnosis questions about treatment

I have a friend who was just diagnosed with a hemangioblastoma at C2.  He was told that surgery needed to be very soon.
I am looking for any advice about this surgery, including preparation, how to make sure you have the best surgeon, outcome, financial concerns, etc.

ANY advice would be helpful.
